Red Snapper Recruitment are currently recruiting on behalf of our policing client for an Estates Strategy Delivery Manager
Offering a 16-month contract, with possible extension, at a rate of £630 per day. Full time, office hours, hybrid working.
To support the Estates Development and Strategy Delivery Manager in the delivery of Estates development & strategy delivery projects across Surrey and Sussex Police property portfolios, including disposals, refurbishment and new builds as well as other Blue Light Partners, when required.
Main duties and responsibilities
- Responsible for the delivery of designated projects as set out in the Surrey & Sussex Estates Strategy and Estates Development Masterplan.
- Supporting the Estates Development & Strategy Delivery Manager in developing appraisals and Estates Strategies for both Surrey Police and Sussex Police to identify suitable sites to maximise utilisation, income generation or capital receipts. Ensuring that Financial planning and management of investments and grant finding opportunities are recognised.
- Accountable to the Estates Development & Strategy Delivery Manager with regards to delivery of the designated projects.
- Responsible for the ongoing development & delivery of the Estates Strategies for both Forces to ensure the Estate meets the operational & functional requirements of both Forces.
- Manage staff in a professional and positive manner, ensuring that all actions are consistent and transparent across teams, in line with the Estates & Facilities Communication Strategy and PMO and to ensure a proactive and assertive approach to time, performance, risk and change management, both personally and through the teams.
- Work with the Estates Development & Strategy Delivery Manager and senior stakeholders and consultants with regards to delivering the designated projects and strategies.
- Accountable for the ongoing, regular review of practises and procedures, ensuring that efficiencies, innovations, improvements and commercial opportunities are identified, where possible, and are followed through agreed processes to ensure a positive and consistent approach across the department and organisations.
- Support the Estates Development & Strategy Delivery Manager in the delivery of the Transformation Plan and the introduction of a centre of excellence to ensure the collaboration of the Surrey Police and Sussex Police E&F Teams is a success and the strategic and departmental objectives are fully met.
- Support the Estates Development & Strategy Manager in delivering cost reduction targets to ensure that efficiencies are identified, evaluated and introduced, whilst performance is maintained at the levels outlined in the service level agreement.
- Accountable for full compliance with all statutory, organisational and departmental policies and procedures and to successfully comply with all statutory requirements specified in the delivery of services.
- Providing an in-house Town Planning function for advice and support in all internal estates developments and applications to Local Councils for Section 106/CIL funding
- Providing strategic input in delivering innovation through creative thinking and utilisation of existing buildings and sites to support key areas – income generation, agile working, business continuity
- Providing professional and technical project management for development and strategy delivery projects from inception to completion including design, specification, procurement and construction phases and project financial management and adhering to the Estates Project Management Office ( PMO )
- Working with the Estates Manager to assisting in managing all the property leases, licences and commercial estate opportunities.
- Undertake such other duties appropriate to the grade and character of work as may reasonably be required, including the specific duties of similar or lesser graded posts.
Person Specification
- Extensive experience of estates/ construction Programme Management
- Full current membership of a professional body e.g. Royal Institute of Chartered Surveyors (RICS) or Royal Institute of British Architects (RIBA)
- Architectural, surveying or construction, engineering degree or suitable alternative experience
- Proven experience of commercial real estate development, preferably within a public sector setting.
- Proven, demonstrable experience of a senior estates strategy, construction and project planning position.
- Proven experience of delivering multiple projects and a varied value range and type
- Fully conversant with all Standard Forms of Contact – Fully conversant with CDM 2015 – Proven experience of Risk Management
- Experience in providing strategic advice and recommendations regarding the real estate and factors affecting value of land and development opportunities. Proven experience in the preparation of planning applications and appeals documentation. Leadership and management of technical teams and a varied portfolio of services within an office-based environment.
- Strong decision making and negotiation skills with the ability to influence decision makers at all levels. Evidence of successfully delivering a portfolio of services across a multi-site organisation. Strong operational skills including resource planning and time management. Demonstrable knowledge of project management and construction issues and extensive experience of using this knowledge to provide effective solutions.
- The ability to work in a creative, proactive and innovative way in order to achieve strategic organisational objectives.
- Extensive experience of CIL/S106 implementation, land valuations and development finance.
- Knowledge and experience of Microsoft Suite –Outlook, Excel, Word, Visio, Auto-CAD and Project.
- Applicants will be required to obtain and maintain vetting status to HM Government Standards set out in the Manual of Protective Security for the required level of this post.
