Enforcement Officer

Red Snapper Recruitment are recruiting for a Waste Enforcement Officer based in Preston.

The purpose of this role is to undertake formal and informal enforcement action against individuals or businesses breaching waste related legislation, through investigation of offences, leading to prosecution, issuing of fixed penalty notices or other appropriate action.

This role is full-time, covering sickness – 3 months minimum, potentially extended offering a rate of £17 an hour.

You must have a valid driver’s license and access to a vehicle.

Main duties and responsibilities
 

  • To implement the organisations policies in respect of enforcement of waste, flyposting, graffiti, abandoned cars and other environmentally related issues within the Preston area.
  • To implement the organisations policies on illegal encampments.
  • To take appropriate enforcement action against breaches of the Environmental Protection Act 1990, The Refuse Disposal (Amenity) Act 1978, Highways Act 1980, Clean Neighbourhoods Act 2005 and other relevant legislation, within the provisions of The Police and Criminal Evidence Act 1984 (P.A.C.E)
  • To carry out targeted general enforcement duties, specifically involving the issuing of Fixed Penalty Notices.
  • To collect evidence to support all enforcement activities, ensuring that it is appropriately documented in accordance with P.A.C.E, including carrying out of formal interviews.
  • To inspect the contents of refuse sacks to identify breaches of legislation and those customers responsible and the gathering of evidence as required for use in the event of prosecution hearings.
  • Advise, educate and inform customers of their obligations and the services available.
  • Issue formal written warning notices for breaches and issue fixed penalty notices.
  • To provide customers with technical and professional advice and assistance regarding their obligations under EPA 1990 and other relevant legalisation, in respect of waste management and commercial waste collections.
  • To liaise with refuse collection and street cleansing staff and other colleagues on all matters regarding enforcement including exchanging information of persistent offenders and regular breaches of legislation.
  • Adopt a confident, assertive professional manner in dealing with customers having due regard for the organisations codes of conduct, customer care and equal opportunity policies
  • To conduct him/herself at all times in a professional manner and to present an appropriate business orientated image.
  • To attend meetings as required some of which may be outside of normal working hours.
  • To conduct survey’s relating to the cleanliness of the streets in Preston in order to monitor performance.
  • To respond to and solve general customer and staff complaints regarding waste related problems, including abandoned vehicles.

Person Specification
 

  • Good general level of education.
  • Have full driving license and access to own car.
  • Good knowledge and ability to use Microsoft Word, email and basic spread sheets.
  • Experience in investigating breaches of legislation, preparing evidence for prosecution and appearing in court
  • Experience in dealing with and investigating customer enquiries and complaints
  • Experience of formal prosecutions and P.A.C.E interviews
  • Experience in a waste collection / street cleansing environment.
  • Ability to communicate well with members of the public, customers of the service including traders, officers and members of the council, other local authorities and government agencies
  • Be able to collate information/evidence in accordance with Police and Criminal Evidence Act, prepare cases for prosecution and write detailed reports
  • Ability to carry out enforcement actions, including issuing of fixed penalty notices, formal cautions and the serving of statutory notices
  • To have competent keyboard skills for accessing, interrogating and updating a computer
