RSR are currently recruiting on behalf of our Birmingham based client for a Tenant Participation Officer.

This is a full time, temporary role initially for 3 months and offers a rate of pay of £14.83 per hour.

Main duties and responsibilities: 

  • Assist the District Housing Managers and Local Housing Managers in the formation and development of all tenant involvement initiatives, with special emphasis upon the establishment and support of Tenants/Residents Associations, Housing Liaison Boards and Constituency Tenant Groups.
  • Provide specialist advice, guidance and information about the variety of management options such as local management agreements and estate agreements.
  • Actively target under-represented and hard to reach customer groups and assist with the participation of all customers in the determining of service priorities and the monitoring of performance. 
  • Enable Local Teams to establish channels of effective communication with all existing Tenants/Residents Groups, Housing Liaison Boards and Constituency Tenant Groups.
  • Assist in the formation of new initiatives to improve customer involvement and respond to changing legislation. 
  • Ensure that the wishes, criticisms and observations of the customer are able to reach local and senior management as appropriate.
  • Support the District Housing Managers and Local Housing Managers on resident involvement and related matters involving training and development of tenant groups.
  • Assist in the promotion of involvement activities offered to residents to enable them to have an input in how the housing department delivers its services.
  • Attend public meetings/roadshows to assist in the participation/information/ marketing of initiatives or new legislation.
  • Schedule and organise meetings around Tenants Quality Promise reports, and arrange for Local Housing Managers, Contractors or appropriate officers to attend to present performance information.
  • Work with local teams, the central Resident Involvement Team and Strategy Partnership Team to secure job specifications, quotes and photos for identified projects. 
  • Ensure consultation/participation is undertaken in accordance with legislation and best practise.

Essential Requirements:

  • Understanding of the needs of the housing service and how these can be met within the framework of customer involvement.
  • Ability to prioritise, implement and monitor work in line with agreed targets and objectives.
  • Understanding of the effect of housing legislation since 1980 and its implications, along with an ability to translate that understanding into presentations for staff and residents.
  • Understanding of performance management, quality assurance and customer feedback mechanisms.
  • Ability to manage a budget and take appropriate action within financial regulations, whilst demonstrating an understanding of value for money principles.
  • Understanding of the Right to manage Process, Local Management Agreements and Estate Agreements.
