Safeguarding Officer

Red Snapper Recruiting are currently looking for an experienced Safeguarding Officer (Regulatory Powers) to work on a 6-month contract in Hutton (near Preston), Lancashire.

This opportunity is open to either full-time or part-time applicants, with the minimum requirement being 3 days per week.

Job Purpose:

To facilitate the safeguarding of material and evidence gathered as a result of using Investigatory Powers (Investigatory Powers Act 2016 and Regulation of Investigatory Powers Act 2000) and any other covert activity

Main responsibilities:

  • To quality assure processes and activity relating to Investigatory Powers legislation, particularly safeguarding sections, contributing to the overall effectiveness of covert operations.
  • To follow a quality assurance/inspection/training/audit and review process set by the CODA in respect of covert activity and operations.
  • To implement and ensure compliance with departmental, force and national policies and make recommendations for change to the CODA in relation to safeguards for RIPA and IPA and relevant review, retention and disposal procedures for covert material. 
  • To map data pathways as required and respond to any requirements for process change and retention reviews.  
  • Deliver training and advice to operational teams, including Senior Investigating Officers, relating to safeguards.
  • To respond in line with recommendations and observations made by the Investigatory Powers Commissioners Office for safeguards.
  • To provide and promote service to customers in a professional manner in line with legislation, national guidelines and local policy.
  • To promote and comply with Lancashire Constabularies policies on equal opportunities and health and safety, both in the delivery of service and the treatment of others.
  • To be responsible for improving your performance by participating in the Performance Development Review (PDR/CPD) process with your manager.
  • To carry out any other duties which are consistent with the nature, responsibilities and grading of the post.


Essential Knowledge and Experience

  • Knowledge and experience of interpreting and applying legislation, including the Human Rights Act, IPA and RIPA and associated codes.
  • Experience of police investigations.
  • Experience of working on own initiative, investigating problems, developing solutions and taking appropriate timely action to resolve them
  • Experience of working with minimal supervision, organising and prioritising own workload.
  • Experience conducting health checks and compliance monitoring practices, compiling reports with appropriate recommendations and supporting stakeholders to achieve best practice.
  • Knowledge of Health & Safety, Equal Opportunities, Diversity and Data Protection legislation/issues.
