About NaVCIS

The National Vehicle Crime Intelligence Service (NaVCIS) is a national police unit, hosted by Hampshire Constabulary but based near Coventry. We work closely with partner agencies across law enforcement and the private sector in order to better understand and mitigate the threats posed by vehicle theft. 

Motor finance fraud and associated offences impacts upon victims and communities, the national economy and demands placed upon law enforcement agencies.  Through effective partnership working NaVCIS seeks to prevent offences of motor finance fraud by our subject matter experts investigating, developing and sharing specialist intelligence to support law enforcement investigations to prevent crime and disrupt organised criminality.

The successful applicant will support the Intelligence team and the sponsor in the development of intelligence relating to the theft of plant and agricultural machinery stolen across the UK.

The role of Intelligence Development Officer will be to work alongside the Police Officer currently in post. They will also support Police forces operationally in the identification of such items and deliver training on behalf of the unit, and be responsible for producing development packages around known OCG’s and offenders.

Candidates should note that this role requires regular travel which may involve overnight stays. The role holder must be able to meet travel requirements so therefore possess a valid passport for travel outside of the UK and have access to a reliable system of transport where required.

The post holder may need to work occasional unsocial hours to respond to operational demands.

While the NaVCIS offices are based at Ryton-on-Dunsmore in Warwickshire the post holder will only be required to attend the offices at Ryton-on-Dunsmore on an ad-hoc basis .  Agile/home working is supported to accommodate the travel requirements of the role.  The majority of travel will be across the Midlands and Northern England. 

Essential Qualifications

Educated to QCF Level 2 (5 passes including passes in Maths and English) OR work experience deemed to have brought the postholder to a comparable level.

Essential Experience

Substantial experience in evidence gathering and intelligence work due to the complex nature and responsibilities of the role.

An excellent working knowledge of criminal law and the criminal justice system, CPIA, RIPA, CHIS code of practise, covert intelligence and investigation.

Excellent and evidenced report writing and communication skills e.g. the production of clear, concise and accurate records, letters and reports as well as verbal delivery and presentation to diverse audiences.

To be computer/keyboard literate and a competent keyboard user.

To have an understanding of data protection issues in order to ensure that information is handled and filed correctly.
