Vetting Analyst

We are currently recruiting for experienced report writer/information processor to work as a Vetting Analyst on a full-time, long-term contract, based in Eastleigh, Hampshire.
The client operates a hybrid working policy.

The initial contract is for 6 months, but there is a view to extend this.

The role is paying £18.41p per hour (PAYE)

The role will be situated within a Police Force, so applicants must be able to obtain national security vetting.

Role overview:

To conduct all pre and post employment vetting procedures in
accordance with the National Vetting Code of Practice and associated
APP 2021 requirements.

Main Responsibilities:
 

  1. Have a detailed working knowledge of and conduct relevant vetting checks in accordance with the National Vetting Code of Practice / APP 2021(and any subsequent updates), personnel security controls within the Security Policy Framework and Data Protection Legislation.
     

  2. Liaise with Government agencies to progress National Security vetting checks.
     

  3. Identify the requirement for additional research and liaise with other outside agencies as necessary. Ensuring that the correct requests are made and that returns are complete and received within scheduled timelines. Identify opportunities to obtain additional information from other sources as and when required.
     

  4. Ensure that information provided by the vetting subject is completed correctly and in full. Ensure the information is accurate and appropriately authorised. Identify gaps in the information provided and obtain further information as required.
     

  5. Be a competent user of PNC, RMS, PND, Core-Vet, open source research, Centurion, (I2) iBase, National Security processes and credit reference searches.
  6. To analyse data from a variety of internal and external sources using a structured and well reasoned process to identify and document potential personal security vulnerabilities.
  7. Identify the need for and carry out face to face Vetting Subject Interviews (VSI). Involve other departments with the interview where appropriate. Complete a full report of the interview.
  8. Produce detailed reports using the National Decision Making Model. Evidencing how they have issued a clearance against a known risk/risks. Where relevant, clearances should be issued communicating any control measures to the appropriate authority. In all other cases, submit recommendations to the Vetting Supervisor or Manager with the justification as to whether to refuse, limit, withdraw the security clearance.
  9. Maintain ongoing case management through timely case reviews and proactively react to new information.
  10. To collaborate with other police services, national law enforcement agencies and the security services to share police held information and intelligence in accordance with policies and procedures.
  11. Provide expert advice and guidance in relation to police vetting and appropriate vetting levels to all police departments and collaborative agencies and organisations.
  12. Represent the PSVU at recruiting events and to other departments within HIOWC.

Knowledge/Experience:

Essential:
Proven experience working in a busy office environment undertaking duties involving meticulous attention to detail and accurately record data

Competent use of standard Microsoft Office Automation such as word and excel Maintaining/administrating/ analysing complex manual and electronic databases

Prioritising workloads against competing demands and meeting challenging deadlines.

Desirable:
Knowledge of policing organisational structures, practices, systems and terminology.

Knowledge of policing information systems and services.

A working understanding of applicable legislation and relevant national policy including but not limited to the Data Protection Act, Human Rights, Computer Misuse Act and National Vetting Code of Practice and associated APP and Security Policy Framework

Previous experience preparing complex reports.
